I'd like to see a lot less attention paid to aid to poor countries and a lot more paid to dismantling the barriers they face when trying to sell their products in the US and other developed countries. Promoting trade is a much more effective way to encourage development than relying on aid. The money goes to productive people and productive companies, and ultimately encourages more responsible political leadership as well.

It's insane that we spend billions on foreign aid and then turn around and spend trillions to prevent the same countries that we are sending aid to from selling the only things they can efficiently produce. I can't think of a better way to keep them poor, subject to dictators, and dependent on foreign aid.
