Yes, did spend a month there in 1996. Spectacular country and generally decent people except one thing: little vision or planning for the future. I was struck about how people there were absorbed into a sort of ghetto-like "get by today only mentality". Of course I think I understand why, as they think there is no future. And as far as corruption and cheating (especially foreigners)? I saw absolutely nothing there from my experience that would contradict that tendency. People trying to cheat American tourists was a daily experience. They were almost pathological about it.
