One cries for oneself, usually.
Children cry because they are sorry for themselves (and so do adults). They are sorry they got caught, they are sorry they did not have the will power not to do what they wanted to do but what their caregivers told them not to, they are sorry their caregivers are mad at them. I'm not sure the crying is a critical component. I do not wish my children to cry when they have done something that causes them a consequence they do not like. I would much prefer they think about it and figure out a way to live happily with a solution they like.

I suppose if it is necessary to energize people to action, then so be it. But it seems a wasteful expenditure of energy, if people don't enjoy the process. If they do enjoy the process, that makes a bit more sense.
