The Indian government hasn't even built a proper railway line into Kashmir. How can people go and settle there even if they were allowed/encouraged/bribed to do so?

There is always a chance of a free and fair plebiscite. Involve everyone who lives and has lived in the Valley (using proof such as electoral rolls, property documents etc.) and hold a plebiscite under UN supervision. The voters need not all be in the Kashmir valley at this instant.

But India has never been willing to go for such a referendum since it is sure it will lose.
