IF both sides will give up their territorial claims to Kashmir and let the two controlled parts merge we might get somewhere. You are trying to let India keep it the way it is.

Get the Indian troops out of Indian Kashmir and the Pakistan troops out of Pakistan Kashmir and have international Peacekeeping forces along both border of both countries.
