I have no doubt that warning signs before 9/11 were overlooked, and that complacency and inefficiency were involved. Fairness suggests, however, that much of this probably took place at the career bureaucrat level, rather than the political appointee level. I don't care for Ashcroft, but I won't blame him for not acting on information that was probably shelved long before it reached him.

If he or his inner circle did see the information, of course, the story becomes very different.
