ORCL could be 200% correct about saving CA money. However, they are going into a hungry lions den. The lion has the media's attention and the media will most like publish the lions opinion as fact. Even if it is incorrect.

Perception is more important then facts.

CA feels it was ripped off by the power companies. Maybe it was, maybe it wasn't. The perception is more important then the fact. Voters and tax payers feel they were ripped off.

Based on that perception, a street smart politician can become a hero by finding another company ripping off CA. It doesn't have to be a real rip off. It just needs to a big complex deal that might be a rip off. The ORCL deal fills that need and may become the vehicle for political hero status.

This isn't really a software controversy. It is a quest for hero status to win an election.
