Hi Frank,

The Italian regulators are asking whether UMTS to HiperLAN2 handoffs make HiperLAN2 gear taxable at cellular gear rates. Clearly IEEE 802.11 doesn't suffer that risk, but the same regulators are asking WiFi companies why we are different.

Consultation on the Use of Licence-Exempt Spectrum for the Provision of Public Telecommunications Services
3. I have heard that the Regulations are likely to change to allow public telecommunications without a licence in the 2.4 GHz and other licence exempt frequency bands. Is this true?

Proposals to allow licence exempt public telecommunications were set out in a National Consultation Document published by the Agency on 18th October 2001. The Consultation closed on 15th February 2002 and a total of 54 responses were received. Most of these were published on the Agency's website. The responses are currently being considered and a decision whether or not to allow licence exempt public telecommunications is expected shortly. Any decision to proceed with the proposals set out in the Consultation Document will require a change in existing Regulations and will legally be a matter for Ministers. A further announcement will be made in due course once all the issues have been considered.
