Other European regulators will probably change their ISM rules once UKRA has announced the new ones.

The WiMAX Forum is organized to be the WECA of IEEE 802.16. Here is a 2MB white paper on why WiMAX was founded:

Maybe you should complain to r.b.marks@ieee.org about the lack of "an open page that states: This is
what 802.16 is, and here's how it is intended to work? ". I did ;-)

Free downloads of 802.16 (http://standards.ieee.org/getieee802/ ) will be available after October 8, six months after publication of the base standard wirelessman.org .
