Does anyone understand this fraud. How does an existing customer activate service with false information and obtain a free month?

Or do they mean a customer who had their phone deactivated due to non-payment re-activates his old phone as a new customer and obtains a free month of service?

This seems pretty easy to figure out. You just track the ESN of the phone to the previous users call data. When you start matching up telephone numbers where calls were received and placed too. Then you know that they are probably one in the same person. You simply deactivate the phone, and wait for a call to customer service. You ask them to bring the phone to the local Cricket Store along with valid Identification to have the phone repaired/replaced. Chances are. They will never show up, nor will they attempt to reactivate it again under invalid information.

In addition, they should require any second hand handset being activated to be presented at the Cricket Store with valid ID to have the "Software Updated" or activation can not proceed.

These functions carried out by the Cricket Store would be more valuable than accepting payments.
