But if that is not the best solution then why not settle for the next best, which is freeze the LoC.

If you were to freeze the LoC, then it would become the international border and the maps of India would have to be redrawn. Do you think the right-wing in India would keep quiet? (Not that they would come to the LoC and cause trouble -- they don't have the cojones for that; but they would take it out on helpless minorities within India, which means more and more riots, as if they aren't having enough already).
