Then why did you say I was being paternalistic when I suggested that the Arabs might have been manipulated into starting wars in the past. Surely, it takes two to tango, right?

Because being "goaded" is one thing; being "manipulated", which you stipulated for the Arab side only, is another. It implies being played for a fool, not knowing what you are doing, having mitigated responsibility for the consequences.

Let me give an example: the man who has just been punched in the face for no good reason has been goaded. He may choose to punch back, to talk, or to walk away; in either case, he knows what he is doing. If the guy who punched him was talked into picking the fight by a third person who whispered all sorts of lies about the first man, then the guy who threw the first punch was manipulated; he knew he was throwing the punch but he thought he had clear justification, when he didn't.
