First Arafat will only leave feet first. He'll never resign. He might be overthrown, though he is too good a survivor for that to be likely. He only has 9 or 12 or whatever it is security services to make sure that no one lieutenant develops the standing to replace him.

But Arafat's popularity is not high with the Palestinians. His West Bank tour after he got loose from Ramallah was a fiasco. He had to skip Jenin altogether because they burned the speaker's stand. The latest poll of Palestinians shows his support at 35%. Palestinians are starting to ask out loud (remarkable in a thugocracy like the PA) where this intifada is getting them.
