What kind of details you want?:-)

The basic steps are.

1) You have a list of candidate frequencies, if not then you search through all possible frequencies.

2) For all those candidates you tune to its frequency, measure the strength. Doing the sampling and take the average over a span of 5 seconds or more(can't recall the detail of how to calculate the period).

3) Usually you keep on monitoring the strongest 5 or 6 candidates. Go on to do the FCCH and SCH detection to synchronize with that BTS and go on to

4) BCCH decoding to get the exact timing info.

As for the exact formula and criteria of a cell selection you have to go to the standard for the real details.
