The company also says the settlement reached with the FCC and winners of a re-auction of NextWave's licenses, which returned the majority of each bidder's deposit, allowed NextWave more time to meet its buildout requirements. Settlement? What settlement? Are they now saying they agreed to the re-auction? What a fiasco!
