Dood,

I know what it is like living in Southern California but that is totally ridiculous. It just makes me want to cry when I hear about your woes and you don't want to see a grown man cry.

I have had similar experiences before in the past. I don't think there is an easy way out, unfortunately. On the one hand, you would like a little courtesy and civility from your neighbors. On the other hand, you don't want to appear so pushy that you end up antagonizing your neighbors. After all, you live next to them. It's a fine balancing act.

The compromise I came to eventually was to move to a gated community with a home owner association. Now I let the home owner association deal with any neighborly complaints while I enjoy living in my home.
