When do we hold the citizens of countries accountable for the acts of their leaders? Your position seems to be that if the leaders are corrupt, but the people don't overthrow them, it's our fault.

In many of these cases we played an active role in installing these dictators. We provided them with money, and with the weapons they used to shoot people who seemed inclined to overthrow them. Remember the infamous USAID "Public Safety" program, the one that included training on "interrogation techniques"?

It's a little tough to overthrow your dictator when your dictator has a superpower backing him up.

Besides, even if a population submits to a profligate and corrupt dictator, that does not relieve our government, or the banks, of responsibility for their decision to lend money to that dictator.
