Maybe I am not digging deep enough but I fail to understand the uproar. If the United States government wishes to fingerprint and track non-US citizens while they are in the USA that is acceptable to me. On the same line should I desire to go to a foreign country that has rules and/or regulations I do not like I would have 2 choices. Go and play by the rules or stay home. Where is the problem?
