Well, for one thing, they measure different things. The VIX is telling us that option volatility is increasing -- the implied volatility component of an option price, specifically, OEX options.

While the VIX is getting up there, it is still not flashing a buy signal. We se no divergence where the VIX is setting a new high vis a vis some prior low in price.

The absolute values in the p/c ratios are only useful for a wiggle trader. For the swing trader, the thing to watch is the moving average based on the timeframe you want to trade. Even these MA's, in anything other than the very wide timeframes, are bearish. We see no new highs there.
