I agree that filters don't work but I disagree that the feds should not have some guiding, legislative, and even policing role where "harmful to children" is an issue.

I know that lots of people think that federally imposed programs are inherently better and preferable. I'm not one of them. Interstate impact is a reasonable rationale for federal jurisdiction, such as for environmental or trucking regulation. IMO, there is very little that less suitable for federal involvement than the raising of children. The specification of fast-developing technology is also inherently unsuitable.
