"Rec centers may provide paddles and tennis rackets; they don't provide guns for the use of patrons, children or otherwise."

Right. Libraries have not historically provided access to pornography and such that is unquestionably harmful to children. Libraries have had control over access to the resources they offer to the public. Suddenly they don't and children are being placed in harms way via these provisions.

My question is a policy question. Do we make reasonable attempts to structure public access so that children are not placed in harms way or not. If the answer is that it is the parents responsibility to educate children and to provide the protective structure, then we may be opening the door to many society changes that have comparison to the internet dilema.

"Visitors may opt to....

My scenario had nothing to do with what harmfulness visitors bring. If you want to use that scenario then the comparison would be with a sexual predator who visits libraries and molests children...of course the government has no hesitation in dealing with this. It is a different thing entirely.

"That sounds like a good idea. If someone offered that software, my library might buy it if they think that's the best way to protect our kids."

Good then we have a point at least to begin to look for resolution.

"By the time, though, the Congress passed legislation to use that software...

I agree, and do not see congress in this role. Their role would be to simply stipulate the liabilities and responsibilities. It would still be up to local organizations to use available technology or some other method to comply.

The software to do this is no biggie. If the funding were available you would see a thousand mom and pop development companies developing it.
