Unless libraries are going to get a lot more money to hire child minders they don't have the time to do what I think is being suggested. Libraries are repositories of information- all kinds of information, even hateful information- like Mein Kampf, and things analogous to that. Librarians are trained to help people find information, they are not trained to keep kiddies away from porn- and if they did take up that ask they would immediately be liable if they failed, and is anyone under the impression that children (devious clever little children who want porn) are not going to be able to find it? I do not want my municipality paying through the nose because some kid accessed a porn site while the librarian was busy. I think I would prefer them accessing porn sites to the other behaviors they might get up to- like drinking, or smoking, or stealing, etc. Exposure to stuff on the internet seems very low priority to me.
