Europe is traditionally slow every year. Didn't take a genius to figure out this was going to be a problem.

So... cc in October we hear that either we are or we are not seeing a pick up in spending. If not, it's troublesome because we should be getting year end budget flush. If we are, we still don't know if it continues into 03, but we'll be hopeful.
