Bravo! Finally Bush does the right thing. The Dept. of Homeland Defense is exactly the type of 'process' solution I was looking to see. Now it will be crystal clear who is accountable if there are more attacks. In the proverbial 'bacon and eggs' fable, the CIA and FBI are chickens and now the Secretary of Homeland Defence is a pig. Interesting that he did not name a candidate to be Secretary. Is this protocol or is there another level of the game? Paul
