The Pres is proposing some major changes, Congress is unhappy with all those independent entrenched fiefdoms like the INS.CIA, FBI, etc failing to do their jobs or coordinate. Sometime the agencies will be buying lots of new equipment ( from companies I dont own) so they communicate with each other) > Meanwhile I guess we go down.
Why does the news always surprise me these days ? And the market takes it the same way Shocking moves.
