Character? CHARACTER? There was an eight-year hunt for Slick Willie's character and no one ever found it! Oh. I did it again, didn't I? "Changed the subject". OK. How's this? No, he didn't specify that war would justify whatever financial measures would have to be taken. He didn't know he was going to be in one. HE JUST ASSUMED EVERYONE WAS SMART ENOUGH TO KNOW THAT! Apparently he was wrong about that, too.
