I think Mueller and Ashcroft saw this coming and were using the recent media storm to jockey for position. I do not think that the FBI could do the job because it is still needed to focus on criminal investigation. Combining the FBI and CIA would be troublesome from a big brother watching POV I would think. I have a hard time training my dog to only pee on the neighbors lawns. Sometimes she pees at home. This is the problem of opening up the CIA charter at all. (LindyBill, I think, called them cowboys.) You cannot ask someone to risk his life infiltrating some foreign group of thugs and then expect him to behave at home.

The key is having a single point of accountability for homeland security. Distributed accountability is always a disaster. Now there is one place to send the problems to get fixed and one person to fire if they don't get fixed. No more of the "I told the INS", "I told the FAA", "then I told the FBI" and "I told the INS" type circle jerks that are happening right now.

The big brother concerns are very real and I expect the pendulum to swing to far in the wrong direction.
