Dear Charles: I dont see what the big deal is combining departments. Going to be a big PIA for those doing it and a lot of congresspeople going to lose committees they could chair with less bureacracy but in the long run seems like a good idea to me even without the terror threat just for the sake of efficiency. Now, can these people pull it off. Who knows? I am a little confused why they would throw Customs into it as I view Customs more as a Revenue generator then as a watchdog of some kind. Jdn
