a stagnating economy that has left many consumers with the feeling that broadband is a luxury item they can do without until we experience an economic rebound,” it added.

I just experienced the opposite. DSL recently became available in my rural NC area (nearest town is 400 people about 2+ miles away...which is where the telco CO and DSL is). My normal base phone service is about $18 per month and dialup is $20 per month. Now they are offering DSL which allows simultaneous phone usage for $35 (256k connection) or $50 per month (768k connection). As an introductory offering, they are waiving the $100 setup charge and dropping the above rates in half for the first 3 months. Thus for $25, I can have the 768k service compared to $38 per month for normal phone service and dialup! Even longer term, the 256k service will cost $35 which is still less than the $38 I pay currently. If more companies do this sort of thing, I suspect broadband will eventually take off.
