Actually, when Europe deregulated, they must have learned from US experience. We had over 100 Carriers JUMP into the Italy market alone in a space of 1 year in 1999.

All these companies went nuts buying up licenses, building alternative networks, advertising like crazy, essentially BUYING their way into the market .... and in the process lost billions and billions -- which was all possible because money was so easy to come by.

Rates were going down 10% a month for two straight years until mid 2001 when these new Carriers started to fall like dominos....now finally the prices are firming up and we are one of the few survivors that are mopping up all the abandoned customers.

It got ugly.

Rates to US from Italy is for example less than 5 to 7 cents US per minute!!

So if you think Europe is a protected market, think again. In 3 years, Europe got deregulated & caught up to the US market in terms of pricing.
