Well you haven't been entirely clear what you want the federal government to do here, but you seem to support the idea of a federal law that would impose software blocking or some other control method, on internet connections in libraries to keep children from having access to porn. I'm not sure you really support this as you said only "there should be involvement at all levels (of government); each according to its appropriate sphere of influence." and then when I said that controlling library policy was outside of the appropriate federal sphere you said "every body in our society is "in the business" of protecting kids".

So it seems you are in favor of some federal involvement in this area but I'm not sure exactly what involvement you want the feds to have. Most involvement that I can think of, that might actually have any significant effect, would in my opinion not fall under the powers granted to the federal government by the constitution.

If you have a more specific idea of what the federal government could do I could tell you if I think it would be constitutional.
