There are many moral compasses by which one can steer one's life other than the ten commandments; it is not the state's role to choose by which compass children steer. Schools DO instill morality, but should not advocate the particular morality of one subset of the population. We have laws to indicate what is allowed and what is proscribed by society as a whole.
