In what respects, you mean trying to spin the opposition as minor? Clearly it's not minor, but the question in my mind is how much is staunch opposition versus fair concerns about sustainable development? The Peruvian gov. now has all but called the vote a sham. It's the job sometimes of good government to look at the big picture and not just the "will of the people". Change is a constant in a competitive global economy. I remember watching "An American Experience" program about the Tennessee Valley Authority's (TVA) development in the 1930's. Ironically there was opposition even to that as whole towns and many farmers were wiped out. It represented a change of life in a conservative society, but nobody would argue against that now.

I think it's very likely this project gets done and with the full support of Peru's national government. There's just too much revenue and gain for them not too. IMO this district could be one of the most profitable in the world in half a decade. The key will be providing some real social and infrastructure benefits from that to the town and region. If the Mayor of TG were smart he'd be sitting down and extracting those "impact fees" and job guarantees pronto.
