I think mostly of this aspect and its related problems. It will take some doing to make that paradigm shift, IMO. We are brought up with certain standards, like you don't target civilians, and it's quite a process to adjust to some other standard.

Then there's the problem of copy cats. If it's OK for us to strike first based on suspicions, then it's OK for one of the 'Stans to do it to another of the 'Stans or Uganda and Zaire or whatever. We need to consider the implications carefully before we start down that path.
