Here are some sites for your review on recommendations for an agency or department of homeland security. Here is H. R. 1158 introduced on March 21, 2001. thomas.loc.gov There were hearings held shortly after introduction. Unfortunately the bill died due to lack of interest. These hearings provide a nice summary and background. house.gov After that and the tragedy of September, S. 1534 was introduced on October 11, 2001. That also died. thomas.loc.gov More recently, in May of this year, S. 2432 was introduced and ordered out of Committee. This bill is ready to move forward--now. thomas.loc.gov Note the dates on the bills. Last week, Mr. Bush was speaking before a group somewhere in the midwest saying that it will be tough for him to get Congress to act on "his" proposal. Congress has been waiting for Mr. Bush's support since last year.
