I don't think so. They've hardly begun. there is way too much capacity and declining demand.

It depends what you are looking at. At .25mu and above, capacity utilization rates are hovering around 70% to 80% or so. But at .13mu and and below, there is not enough capacity- read SOLD OUT, 100% utilization! INTC has said so, UMC has said so, and so have many others. You cannot simply say there is too much capacity. Depending where you look it is simply not true. And in some cases, the opposite is actually true.
