There already is a Pipeline over the Rockies called Trans-Mountain and has shipped heavy to the West Coast in the past. However, because Trans-Mountain ships predominatly light crudes and refined products people don't like having the heavy stuff in there because it slows down throughput (transit time) and causes increased interface (where part of the heavy crude batch co-mingles with whatever batch is next to it in-line). In fact there was a problem a couple of years ago where cold lake crude was contaminating refined boat fuel and I believe it led to a law suit. The point of all this being, heavy crude prices in Padd 2 would really have to go in the dumper before we see a large quantity of heavy going West, and if heavy crude prices go in the dumper no one is going to build or expand a line to the West coast to move production that is only marginally economic.

Also of note, Stampeder Exploration's chuckwagon did not win the Rangeland Derby at the Calgary Stampede, although they did make the final four.
