Actually, he was authorized by Congress to prosecute this war. Other than that, I agree with. I think the ability of the President to use military force needs to be reigned in considerably. I actually wouldn't mind if a declaration of war were required except for attacks on US soil or invasion. And the authorization to use force in case of attack would continue only until Congress could meet and decide on a declaration.
