Here you are right on, and this is the main reason why it seems like there might be some moral slippage: I believe it is up to the parents to chose the correct 'moral compass' Too much shirking of responsibility.

I can tell you from personal experience that not shirking can be excruciatingly difficult. There were times when I despaired my daughter would survive (literally) her teens. But she did, and she is the finest teacher I have ever seen. My son suffered because all our energy was devoted to our daughter. But he is a great success and father of my only granddaughter.

If you knew me, you would be surprised. I guarantee it.
