The text of the law would be interesting to see. Is it "any nation harboring terrorists" or "any nation suspected of harboring terrorists"?

Then in Iraq, we have a country that does not appear to be harboring terrorists likely to attack the US, but is claimed to be in a position to give them weapons.

Either way, if we decide that pre-emptive attacks are acceptable, we have to place enormous trust in the Intelligence apparatus and the executive branch. We have to believe that they will only resort to military action in cases where a threat is real and imminent, and that political expedience will not be a factor in the decision-making process.

This is more trust than I, for one, am willing to place in government.
