I don't for a minute think he paid royer. I bet they were trades cleveland made for him and was paying him profits. Numbers were too inconsistant to be a payoff. And Tony was too cheap to pay anyone, even if they deserved it.

Just an observation... Your "opinion" or "explanation" is much more in keeping with Tony's character traits that many others have posted about, both recently and in the distant past. I know nothing of the characters of the FBI people, or the other two men (alleged cohorts of Tony's) indicted in the case, so it's impossible for me to even speculate if your theory is in keeping with their characters. But I do agree with you that, so far, one character trait that virtually everybody who personally knows Tony has mentioned, is that he is cheap beyond belief. I seem to recall something somewhere where he tried to screw a landscaping firm out of their fees. Now that's getting pretty low on the cheapness scale in my opinion...
