When there is a cause and effect association, the observation might qualify as an allegation under the following circumstances. If the premise is that "Outside Agitators" caused something to happen, it is a cause and effect association. If it is expressed as a complaint it adds to the weight of the relationship and points the finger toward misdeed. As when you complained that things were being managed until the outside agitators showed up. Thus you are not only noting that some force caused a change in the outcome but you are complaining that it had an undesirable effect. And when the cause "outside agitatation" is attributed to a person or persons then it takes on an accusatory or blaming aspect, especially when the effect is deamed undesirable. The word "agitators" used in your context brings to mind the thought of "trouble makers." Now when you add verbage like "gangs" which connotes a particularly negative label on groupings and infuse the accusation that the agitation is riled to a particularly volitile and hostile level through a PM organized onslaught, we have something much more than a description. We have an accusation based on presumptions.

So when you file your accusation and it turns out the presumptions you were basing your accusation on were false and directed at someone who did not meet your criteria, I would say that it was an allegation that was disproven.
