For those in the home audience, Terry is referring to (my prior reference of) William Butler Yeats classic poem, "The Second Coming", whose first verse reads as follows:

Turning and turning in the widening gyre
The falcon cannot hear the falconer;
Things fall apart; the centre cannot hold;
Mere anarchy is loosed upon the world

Certainly sounds like "The Fed Model" to me....kinda like driving a car down a winding road backwards at faster and faster speeds...
