Well, there are SOME obstacles to this, such as lock-up periods when insiders are barred from selling (at least technically). But generally speaking, "supply" of corporate insider holdings is not an obstacle. Moreover at major bottoms, insider BUYING tends to be at high levels. Needless to say, this is not the case presently!
