Someone would need some real deep unawarness to think there is any truth in that statement. It's like insuring drivers of cars with bigger and faster engines for less, because they can "accelerate out of trouble". A theory perhaps, but the statistics are completely the opposite.

"Sophisticated computers" just mean that modern oil tankers don't have qualified crews on board, do not keep a proper watch, dont know which way up to hold a chart, and they crash into the rocks and each other with monotonous regularity all over the world. There was a case in the English channel where they kept piling into each other for weeks as the wrecks could not be cleared out the way fast enough...
