Therein lies the rub.
Guests here have more rights than we do.
Consider this imaginary community, with an imaginary park, where everyone walks their dog. There are no laws requiring what to do with the dog dootie, but everyone picks up after their dog, because they are considerate of their neighbors, and take pride in their neighborhood.
Along comes a foreigner to their neighborhood, and he walks his dog, but he refuses to touch the dog dootie.
The old timers get together, and petition the fella to start picking up the stuff, and he refuses. So they pass a law, requiring everyone to pick up their dootie.
The expense of enforcing the law is a tremendous burden on everyone, at a cost of $100,000 a year divided by the approximate 100 residents. But they think it is worth it, to protect their beautiful park.
Well, guess what, the newbie sues for discrimination, and wins, based on the obvious fact that the law was passed specifically for foreignors - him.
This is what goes on all around the country now.
The park has become abandoned, but the tax is still collected.
