No, a natural order, while it will indeed allow "discrimination, segregation, spatial separation, uniculturalism (cultural homogeneity), exclusivity, and exclusion" upon its implementation, will in practice in fact be characterized by a constant moving away from such, all on its own(indeed, resulting in a lower cost for higher quality security, by all logic!).
