Well, not to offend our Canadian friends, but what would be the point of attacking Canada? Why awaken the Canadians' vigilance and destroy what has heretofore been a pretty easy backdoor into the U.S.?

I think the lack of attacks have more to do with strategic than philosophical reasons.
