I think it is a bit of both. My impression of the States (and I have travelled widely throughout the US) is that the sense of individualism is part and parcel of the incessant voting at local levels. This sense of voter autonomy encourages a certain parochialism--which is just next door to individualism, and GFY.

Your people have been taught to rely on and to esteem the values of individualism. This is a good thing when it is embraced by the mature and the educated. For the simple and the selfish it is a recipe for antagonism and confrontation...
