Thanks for your kind feedback. I can tell the conceptual model has some power because I am seeing things more clearly now. However, my early conclusion will be unpopular I suspect.

e.g. We are going after Iraq not because they are the most threatening target but because we know how to do that. It is specifically and metaphorically fighting the last war.
